Support to the visa liberalisation dialogue in Armenia in border management, document security and law enforcement reforms

The project supports Armenia’s visa liberalisation process with the European Union by strengthening the country’s institutional, legal and operational capacities in line with EU standards. It aims to enhance strategic coordination and communication among national authorities responsible for implementing the Visa Liberalisation Action Plan (VLAP), while improving inter-agency cooperation and policy development.
The action will support reforms in Integrated Border Management through legal and technical assessments, development of strategic and operational frameworks, strengthening of border management systems, enhancement of document security and biometric systems, and promotion of integrity and accountability mechanisms. It will also contribute to improving border infrastructure planning and the foundations for an electronic border management information system.
In addition, the project will strengthen the capacities of Armenian law enforcement authorities to prevent, investigate and combat organised and cross-border crime. This includes support for crime prevention policies, criminal intelligence and analysis, specialised training, inter-institutional cooperation, and the provision of equipment aligned with EU best practices.
Overall, the project contributes to strengthening the EU–Armenia visa liberalisation framework by enhancing border security, public order, document security and institutional resilience in accordance with European standards.

The Overall Objective of the Project is Strengthened EU-Armenia visa liberalisation framework, supported by enhanced compliance of border management, public order and security and document security systems with EU standards.
The Specific Outcomes of the Projects:
1. Strategic coordination, communication and institutional capacity of the Ministry of Internal Affairs (MIA) and relevant institutions for implementation of the Visa Liberalisation Action Plan are strengthened.
2. Operational capacities of Armenian authorities in Integrated Border Management are developed in line with EU best practices including in document security, identity management, integrity safeguards, and inter-agency cooperation.
3. Capacities of Armenian Police are strengthened for the prevention and investigation of organised crime.
