The resilience and engagement for Ukraine initiative aims to empower civil society actors to lead in Ukraine’s recovery from war and its European integration. By investing in both service delivery and policy engagement, the project supports a civil society that is not only resilient but also proactive, inclusive, and evidence-based. The initiative recognises civil society not only as a service provider, but as a strategic partner and equal participant in dialogue with public authorities, as well as a key factor in promoting Ukraine’s European future among all relevant stakeholders — including citizens, business, government representatives, journalists, academics, youth, and other interest groups.

Overall objective
To strengthen the resilience, inclusiveness, and analytical capacity of Ukrainian civil society in responding to war-related challenges and contributing to Ukraine’s EU accession at both regional and national levels.
Specific objectives
Two specific objectives will be pursued to ensure the successful accomplishment of the overall objective:
1. To enhance the capacity and practical role of CSOs and grassroots initiatives in delivering reintegration and non-formal education services for youth and veterans in war-affected communities.
2. To strengthen the ability of CSOs and grassroots actors to form partnerships with peer organisations, academia, and media to monitor, analyse, and communicate the national and regional impact and implementation challenges of EU-aligned reforms.

1. Grants to support CSOs and grassroots initiatives engaged in reintegration services;
2. Grants to support CSO partnerships with academia, media and peer CSOs established and producing joint outputs to engage in reform and EU integration;
3. Training of CSOs and grassroots actors engaged in reintegration services and regional CSOs supported to engage in reform and EU integration analyses;
4. Development of an online grant application platform to support grants implementation;
5. Integrated communication, storytelling and learning across CSOs and grassroots initiatives in delivering reintegration and non-formal education services for youth and veterans in war-affected communities and CSOs to form partnerships with peer organisations, academia, and media to monitor, analyse, and communicate the national and regional impact and implementation challenges of EU-aligned reforms.
