The 42-month Project “Civil Society Organisations Acting for Better Social Services” is aiming to empower civil society organizations (CSOs) from the social field to become strong pillars in social policy dialogue and inclusive community building for vulnerable groups. The Action builds upon the results and lessons learned from the “Better social services through a sustainable partnership between CSOs and the Government” project (01.02.2018 – 31.01.2021) supported by the European Union, co-financed and implemented by the Soros Foundation-Moldova (SFM) in partnership with Keystone Moldova (KM), the Alliance of Organizations for People with Disabilities and the Alliance of NGOs for Child and Family Social Protection. It is also based on the expertise and previous experience of the main applicant Soros Foundation- Мoldova (SFM) and co-applicants Keystone Мoldova (KM) and Institutum Virtutes Civilis (IVC)).

SO1: To increase the capacities of at least 40 CSOs from the social field to design and implement responsive and resilient social services for vulnerable groups;
SO2: To build an enabling environment for ensuring the financial sustainability of CSOs from the social field, with special focus on social services contracted from public funds and facilitate policy dialog;

CSOs 1) will be enabled to design and develop social services for diverse vulnerable groups at local and regional levels in partnership with public authorities and will become important contributors to inclusive community building, 2) will be better prepared to respond to emerging challenges, such as the COVID-19 pandemic and prevent discontinuity of services as well as build services’ responsiveness, 3) will be capacitated, empowered, and supported to become more financially sustainable, with a special focus on social service provision contracted by authorities, 4) will become knowledgeable and engaged in policy dialogue with public authorities for implementing social services’ contracting mechanism, 5) will become more visible and appreciated for their work in communities for their contribution to the building of more inclusive communities
