EU4Energy Phase III
Project Description
EU4Energy Phase III supports Eastern Partnership countries in advancing clean, secure and resilient energy transitions.
Implemented by the IEA, the Programme helps partner countries develop and implement evidence-based medium- and long-term energy policies, improve the use of energy statistics, and exchange best practices with the EU and IEA members. Through capacity-building activities, policy dialogue and analytical work, EU4Energy helps beneficiary countries improve their energy governance, enhance data-driven decision making, and align energy sector development with international best practices and long-term sustainability objectives. The current phase of the programme (2026–2028) continues to focus on Armenia, Azerbaijan, Georgia, Moldova and Ukraine.
Specific Objective
1. Support Eastern Partnership countries in developing and implementing evidence-based medium- and long-term energy policies.
2. Strengthen energy security, resilience and sustainability through targeted policy analysis and practical recommendations.
3. Improve the use of energy statistics and data for policymaking, planning and monitoring progress.
4. Facilitate peer learning and regional dialogue through policy fora, capacity training, expert exchanges and knowledge sharing.
5. Promote clean energy transitions, connectivity and alignment with relevant EU and IEA best practices.
Expected Results
1. Partner countries receive targeted energy analysis and policy roadmaps reflecting their stated priorities.
2. Improved statistical capacity and better use of energy data inform national energy strategies and decisions.
3. Regional policy dialogue is strengthened through policy fora and exchanges on shared clean energy and security challenges.
4. Countries benefit from best-practice exchange with EU and IEA members on resilience, renewable integration and connectivity.
5. Stronger cooperation among ministries, regulators, statistical offices and energy stakeholders across the Eastern Partnership region.
