Inclusive Moldova: Communities for All
Project Description
The “Inclusive Moldova: Communities for All” project aims to provide people with disabilities, including adults placed in the Temporary Placement Centre for Adult Persons with Disabilities in Bădiceni commune, with increased access to community living. With the project’s support, the groundwork will be laid for a coordinated deinstitutionalisation mechanism approved by the Ministry of Labour and Social Protection, enabling people with disabilities currently in residential care to transition safely to community- and family-based care. The project activities will foster the involvement of civil society organizations in the deinstitutionalisation process and will strengthen accountability and collaboration with public authorities. To ensure improved protection and well-being for people with disabilities, the initiative will consolidate resources, tools, methodologies, and human competencies at national, regional, and local levels. All of this will promote full social inclusion of deinstitutionalised adults with disabilities and will help shape communities so that they meet the needs of all inhabitants. The project’s sub-granting programme will empower civil society organizations to develop community-based social services for people with disabilities in partnership with Territorial Agencies of Social Assistance. With joint efforts, increased readiness to include people with disabilities as equal community members will become more realistic across the country.
Specific Objective
The overall objective of the project is to improve the quality of life and community inclusion of persons with disabilities in the Republic of Moldova by strengthening community- and family-based support and reducing reliance on residential care.
To achieve the project’s outcomes, the following specific objectives have been set out:
1. To pilot a coordinated deinstitutionalisation (DI) case-management model for the deinstitutionalisation of adults with disabilities residing in Bădiceni Residential Institution (RI), Soroca rayon.
2. To expand and strengthen the network of community-based social services for people with disabilities across multiple rayons in Moldova, driven by the reintegration needs of Bădiceni RI residents.
Expected Results
The “Inclusive Moldova: Communities for All” project aims to achieve the following results:
1) Consolidated Plan on DI and social inclusion of people with disabilities from the Bădiceni RI developed and approved, including 12 regional plans on DI and social inclusion developed.
2) Comprehensive assessment conducted and individualised assistance plans drafted for 300 people with disabilities from the Bădiceni RI, and a digital database comprising the beneficiaries’ profiles developed.
3) 120 adults with disabilities deinstitutionalised and provided with a program for independent living and self-determination.
4) 15 grants efficiently managed and implemented by civil society organizations, in partnership with Territorial Agencies of Social Assistance and social assistance units in Chișinău municipality and the autonomous territorial unit of Gagauzia.
5) 32 social services created and developed for people with disabilities who have been deinstitutionalised.
