The present report analyses the progress made in implementing the Action Plan and the recommendations of the Energy Community Secretariat’s Report from 2016 that provided an in-depth review of the regulator’s compliance with the obligations stemming from the Energy Community acquis communautaire, including an analysis of the legislative framework covering the organisational structure, competences and duties of the Energy Regulatory Agency of the Republic of Moldova.

It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
