Project Description
"EU4Climate" project implemented by UNDP Azerbaijan, financed by EU aims to develop a low-emission and climate resilient economy in line with Paris Agreement in 6 Eastern Partnership Countries of EU Eastern Partnership Program which includes Azerbaijan, Georgia, Armenia, Ukraine, Moldova and Belarus. The main outcome of this project which continues until 2020 is to integrate low-emission and climate resilience objectives into the development strategy and program of the governments in six EaP countries in alignment with the climate policies and legislation of the European Union.

A robust domestic Measurement, Reporting and Verification (MRV) system will be established to inform the government and the international community of the progress of its NDC implementation. The project will establish concrete industry-specific guidelines for the implementation of the Paris Agreement across various sectors of the economy, in particular agriculture and energy.
Specific Objective
The objective of the project is to support the development and implementation of climate-related policies by the Eastern Partnership countries which contribute to their low emission and climate resilient development and their commitments to the Paris Agreement on Climate Change.
Expected Results
- Updated NDC (Nationally Determined Contributions);
- Preparation of Long-term LEDS (low greenhouse gas emission development strategies);
- Improved interinstitutional awareness and coordination;
- Advanced alignment with EU acquis;
- Established sectoral guidelines;
- Increased mobilization of climate finance.

It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
