EUAM: public-order training to raise levels of trust in Police in Ukraine

This week, a specialised team made up of representatives from Spain’s Guardia Civil, trainers from the National Police of Ukraine, and EU Advisory Mission experts, delivered a first 12-day public order training on European best practices at the Kharkiv National University of Internal Affairs.

During the course, seventy officers from Kharkiv special police units learned more about new public order approaches, namely the gradual use of force, crowd psychology, legal framework, new tactics, and using vehicles with different formations as a tool for crowd management.

“The way police deal with public-order policing may have a direct influence on people’s trust in law-enforcement agencies and, in a wider perspective, in national authorities and institutions,” said Antti Hartikainen, Head of EUAM. “It is vital for you, for your country, and indeed for all of Europe.”

The aim of the course is to facilitate the implementation of Ukraine’s new public order concept within the framework of the UNOPS Pravo Police project. Apart from Kharkiv, these training sessions will be also held in Odesa and Dnipro. Up to 500 police officers are expected to take part in this international training programme.
