Rustam studied EU Affairs, International Relations and Diplomacy in Belgium, Georgia and Azerbaijan. He holds a Bachelor degree from the “ADA”Universiteti (“ADA” University) and an advanced Master’s degree in EU International Relations and Diplomacy Studies from the College of Europe in Bruges (Belgium) with an ENP (European Neighbourhood Policy) scholarship. In 2019, Rustam was appointed by Young European Ambassadors’ Leadership to participate in the 4th Eastern Partnership Youth Forum in Vilnius (Lithuania) where he focussed on the EU Strategy for Youth and Eastern Partnership 20 Deliverable for 2020. In Brussels, Rustam worked as an intern at the European Parliament. In Georgia, Rustam graduated from the Black Sea Summer University, which was organised by CIFE (Centre International de Formation Européenne).

EU NEIGHBOURS east is implemented by a GOPA PACE-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
