The project supports the Ukrainian government and complements other EU-funded projects to prepare for post-conflict recovery and reconstruction of Ukraine. SMEPIS will be working closely with the Ministry of Economy, the Ministry of Digital Transformation of Ukraine and other business support institutions to facilitate a better business environment and build more resilient ecosystems, particularly for SMEs. Specifically, this means improved business policies, lighter regulations, increased government-to-business e-services, stronger business support infrastructure and greater business integration into EU markets.

Specific objective (Outcome) 1: To streamline policy and regulatory frameworks for business resilience and support during
wartime/post-war recovery.
Specific objective (Outcome) 2: To increase the resilience of the Ukrainian business support institutions and strengthen links between SME ecosystems in Ukraine and the EU.

Output 1 to Outcome 1
1.1 Reports with assessment of regulatory and operational environment for doing business, effectiveness of war-induced decisions and adopted measures regulating economic activities of enterprises and market relations.
Output 2 to Outcome 1
1.2 Policy proposals and recommendations and drafts of legislative acts for simplified regulation of business activity and reduction of administrative burden, including removal of excessive control functions of state control authorities; recommended policy measures for SME development, with incentives for green and digital transition.

1.3 Digital tools and IT solutions aiming to mainstream business regulation, increase the transparency of the business environment and facilitate better state services for Ukrainian SME, particularly in wartime context.
