Improvement of food safety control system in Ukraine

Project Description
This project helps Ukraine improve state food safety control system according to the European principle “from farm to fork”
Specific Objective
To contribute to the improvement of food safety in Ukraine “from farm to fork” by aligning Ukrainian legislation, institutional infrastructure, and system of state controls with the regulatory and administrative policies and practices of the EU:
- Improve food safety in Ukraine “from farm to fork” through alignment with relevant EU/international standards, with involvement of private sector and civil society stakeholders;
- Support further institutional reform of the Ukrainian food safety control system;
- Bring Ukrainian food safety legislation “from farm to fork” into alignment with the EU legislation;
- Train state control officials, veterinarians, customs service personnel, and other state services staff involved in food safety “from farm to fork”;
- Establish a national data management and rapid information exchange (risk communication) system for food and feed including features similar to RASFF;
- Optimise the network of national reference and official control laboratories, and provide selected laboratories with new equipment, software and hardware;
- Establish national data management and information systems for laboratories, state controls, and notification and processing of imports and exports;
- Modernise the syllabus for training of control officials and the system for ongoing professional development
Expected Results
1) The SSUFSCP improved its capacity to undertake and implement state controls; 2) Ukrainian food legislation is aligned with corresponding legislation of the EU; 3) The system of state controls and monitoring and surveillance systems are aligned with corresponding systems in the EU; 4) Animal health surveillance, monitoring, contingency planning, and control systems are in place and operational; 5) State laboratories are participating in inter-laboratory and international proficiency testing schemes, are using accredited methods, and are prepared for accreditation according to ISO/IEC 17025; 6) Integrated data management systems are prepared, installed, tested, and rolled out to trained users; 7) The system of import licences for food and feed etc. is replaced with a system in which such imports are notified and processed electronically including appropriate use of electronic documents and digital signatures; 8) Consumer awareness about food safety “from farm to fork” is raised; 9) Capacity to undertake risk analysis is increased; 10) A structured training syllabus, ongoing professional development programme, and relevant teaching materials for control officials is prepared; 11) A fiche for a twinning project and tender dossier(s) for EU-funded supply contract(s) are prepared
