The overall objective of the Action is to enable a pathway for “Better Care” – childcare reform in Ukraine that prioritizes safe and nurturing family care for all children. The specific objective of the Action is to ensure that within a two-year time frame, the Better Care reform agenda is grounded via government-led reform mechanisms and practical application of international best practices in Ukraine.

To ensure that within a two-year time frame, the Better Care reform agenda is grounded via government led reform mechanisms and practical application of international best practices in Ukraine: Better Care/child-care reform office is fully operational (has human resource capacity, has workplan, key performance indicators and regular coordination meetings)
