Support to the Implementation of the Mobility Partnership with Azerbaijan (MOBILAZE 2)

Project Description
The “Support to the Implementation of the Mobility Partnership with Azerbaijan” (MOBILAZE 2) project is funded by the European Commission. The project builds on the results of the previous MOBILAZE project in Azerbaijan in terms of migration policy development, institutional capacity building, improvement of labour migration governance, provision of information and awareness-raising on the regulation of migration processes in Azerbaijan. The MOBILAZE 2 project runs from 1 June 2021 to 31 May 2024. The main purpose of the project is to contribute to the development and implementation of the evidence-based migration and border management policy agenda in the Republic of Azerbaijan.
Specific Objective
The specific objectives are corresponding to the four project components (presented in the scheme below):
• To develop institutional capacities on migration policy development and implementation;
• To institutionalise migration data collection, analysis and application;
• To enhance and standardise institutional procedures for capacity building on migration and border management;
• To develop institutional and public awareness on migration policy agenda and irregular migration threats.

Expected Results
• Establishing a baseline for migration policy agenda in Azerbaijan based on the country's’ priorities and good practice examples of the EU Member States
• Building institutional capacities on migration policy implementation monitoring and evaluation
• The reform of labour migration policy of Azerbaijan based on legal analysis evidence
• Institutionalising analytical skills on migration data collection and application in Azerbaijan
• Creation of technical capacities of the Research Council at the SMS to collect and analyse migration data
• Introduction of capacity-building curriculum for the SMS Training Centre for the newly recruited personnel and other groups of employees at the SMS
• Increasing territorial coverage of institutionalised vocational training; ensuring qualification and capacity building of the State Border Service
• Improving the provision of integration support to foreigners, including refugees in Azerbaijan
• Ensuring the migrant-focus approach at all stages of migration management
• Institutionalising the provision of public information on migration at the SMS, including organisation of the awareness raising on irregular migration prevention
