The Hungary-Slovakia-Romania-Ukraine programme aims to promote activities which will lead to more intense and deeper social and economic cooperation between regions of Ukraine and regions of EU Member States sharing a common border. The programme will intensify and deepen cooperation in an environmentally, socially and economically sustainable way between the Zakarpatska, Ivano-Frankivska and Chernivetska regions of Ukraine and eligible and adjacent areas of Hungary, Romania and Slovakia.

The overall objective of this Programme is to work towards a border area between Ukraine, Hungary, Slovakia and Romania that functions efficiently and works together. In order to achieve this objective, the Programme has established four priorities (P):

P1 - Promote economic and social development.
P2 - Enhance environmental quality.
P3 - Increase border efficiency.
P4 - Support people to people cooperation.

The Programme focuses on these themes:
- Promotion of local culture and preservation of historical heritage.
- Environmental protection, climate change mitigation and adaptation.
- Improvement of accessibility to the regions, development of sustainable and climate-proof transport and communication networks and systems.
- Common challenges in the field of safety and security.

Thanks to the Programme, the area along the borders of Ukraine with the three Member States of Hungary, Slovakia and Romania will be a cooperative cross-border region that efficiently functions and works together in the field of promotion of local culture and preservation of historical heritage, environmental protection, climate change adaptation and disaster management.

The cross-border accessibility between Ukraine and the three Member States will not hinder day-to-day cross-border cooperation, while safety and security and including border management will be assured on an adequate level. Cooperation will be an integral and natural part of the daily life of the people living and authorities operating here.
