Strengthening Moldova’s education system for the most disadvantaged children

This 15-month nationwide project strengthens the education system in the Republic of Moldova to ensure the inclusion of the most disadvantaged children, particularly Roma, refugees, and other disadvantaged children, who are out-of-school. It applies a human rights-based approach aligned with EU accession priorities, the European Child Guarantee, and the national Roadmap for the integration of refugee children in schools in Moldova. The action focuses on three core pillars: (1) piloting and institutionalizing of the Accelerated Learning Programme (ALP) to support out-of-school children, and of the Human Rights-Based Approach (HRBA) to education in schools; (2) building the capacities of teachers, education authorities, and schools to deliver inclusive, human-rights oriented, equitable, and culturally responsive education; and (3) establishing an intersectoral data and monitoring system to identify, track, and support out of school children and learners with drop out risk. Key interventions include piloting ALP and HRBA in selected 7 schools, strengthening policy and regulatory frameworks, developing inclusive teaching resources, training education professionals, and engaging communities and parents. The project also promotes coordinated, multi-stakeholder mechanisms to improve data use and system performance. Ultimately, it aims to create a resilient, inclusive education system that ensures equal access, participation, and learning outcomes for all children, especially those most marginalized.
Конкретні цілі
To strengthen the capacities of the Moldova’s education system in fostering the inclusion of vulnerable children from ethnic minorities, particularly Roma, refugee and other disadvantaged children, who are out-of-school, through a human rights-based approach, in alignment with recommendations from the Enlargement Report, with the “Roadmap for integration of refugee children in the schools in Moldova” endorsed by the Ministry of Education and Research in 2025, and with education-related aspects of the European Child Guarantee initiative.
Specific objectives:
1. To strengthen the national curriculum and education processes through the institutionalization of regulatory and methodological frameworks that integrate the Accelerated Learning Programme (ALP) and human rights-based approach to education by 2027.
2. To enhance the professional capacities of national and local education authorities and the teaching workforce to deliver inclusive, human rights-based education responsive to Roma and refugee learners.
3. To establish a coordinated, intersectoral data collection and monitoring mechanism to identify, record and track the participation of Roma children in education.
Очікувані результати
1. The Accelerated Learning Programme (ALP) is piloted in seven schools that embed inclusive education and human rights-based approaches in their policies and practices.
2. Regulatory and methodological frameworks are reviewed and updated to support the institutionalization of the ALP in the national curriculum.
3. Out-of-school children are better prepared to enter education through informed parental support and provision of learning materials.
4. Inclusive and practice-oriented educational resources on ALP and on human rights-based education are developed and educational professionals at national and local level are equipped with enhanced knowledge and skills to promote inclusive, rights-based, and supportive learning environments.
5. Intersectoral data collection and monitoring system to identify, record and track Roma children out-of-school and in risk of school abandonment developed and piloted.
