Job mission

Under the authority of the Director of the Office of the Directorate General of Programmes, the Head of Office provides leadership to, and ensures the efficient management of a Council of Europe Office, in compliance with the Council of Europe’s values and procedures.

Key activities

The incumbent performs the following key duties:

  • represents the Secretary General of the Council of Europe vis-à-vis the national authorities of the host country;
  • provides advice, support and overall in situ co-ordination with national authorities in planning, negotiation and timely implementation of targeted Council of Europe co-operation activities, notably through Action Plans/Facilities/Co-operation documents, including Joint Programmes with the European Union and other donors;
  • manages the financial resources (both ordinary and extraordinary budgetary resources) allocated to the Office in line with the decentralisation of management and financial responsibility;
  • unless otherwise stipulated under relevant delegation letters, acts as Cost Centre Manager for all budgets under the responsibility of the office in accordance with Council of Europe Rules, Regulations and procedures;
  • ensures application and adherence to the administrative rules and procedures of the Office by all staff members of the Office;
  • manages the Office staff; fostering co-operation, team spirit and a harmonious working environment with a view to increasing efficiency;
  • maintains constructive working relationships with relevant operational partners in the country, notably international organisations, diplomatic missions and local authorities;
  • facilitates the identification of needs for cooperation and co-ordinates development cooperation projects in the country;
  • facilitates related resource mobilisation and donor relation activities with other international organisations and institutions, as well as other international and local partners active in the country;
  • assists in the preparation, provides guidance and support to Council of Europe visits;
  • promotes the Organisation’s values and standards, including, where appropriate, through contacts with the media and targeted events.

Eligibility Requirements

Only applicants who best meet the following criteria will be considered for shortlisting.

Qualifications:

Experience:

  • At least eight years of relevant professional experience, including five years working in international Organisation or as a diplomat;
  • Substantial experience in the political field and in international relations.

Language requirements: 

  • Very good knowledge of English and knowledge of French.

Nationality: 

  • Nationality of one of the 47 Council of Europe member states.

Age:

  • Under 65 years of age at the closing date of the vacancy notice.
