Scopul parteneriatului este de a consolida \u0219i aprofunda rela\u021biile politice \u0219i economice dintre Uniunea European\u0103, statele sale membre \u0219i \u0219ase \u021b\u0103ri partenere din Europa de Est \u0219i Caucazul de Sud: <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/armenia_en\" target=\"_blank\" rel=\"noreferrer noopener\">Armenia<\/a>, <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/azerbaijan_en\" target=\"_blank\" rel=\"noreferrer noopener\">Azerbaidjan<\/a>, <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/belarus_en\" target=\"_blank\" rel=\"noreferrer noopener\">Belarus<\/a>, <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/georgia_en\" target=\"_blank\" rel=\"noreferrer noopener\">Georgia<\/a>, <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/moldova_en\" target=\"_blank\" rel=\"noreferrer noopener\">Republica Moldova<\/a> \u0219i <a href=\"https:\/\/ec.europa.eu\/neighbourhood-enlargement\/european-neighbourhood-policy\/countries-region\/ukraine_en\" target=\"_blank\" rel=\"noreferrer noopener\">Ucraina<\/a><strong>.<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>O nou\u0103 agend\u0103 dup\u0103 2020<\/strong><\/h3>\n\n\n\n<p>De-a lungul anilor, PaE a avut un rol esen\u021bial \u00een apropierea UE \u0219i a \u021b\u0103rilor partenere. Summitul PaE din noiembrie 2017 a marcat o nou\u0103 abordare prin adoptarea agendei comune de reform\u0103 intitulat\u0103 &#8216;<a href=\"https:\/\/www.consilium.europa.eu\/en\/policies\/eastern-partnership\/20-deliverables-for-2020\/\" target=\"_blank\" rel=\"noreferrer noopener\">20 de rezultate pentru 2020<\/a>&#8216;. Acest ambi\u021bios plan de lucru axat pe ob\u021binerea rezultatelor tangibile pe teren \u0219i \u00eembun\u0103t\u0103\u021birea vie\u021bii oamenilor \u00een patru domenii principale de politici: (1) o economie mai puternic\u0103; (2) o guvernan\u021b\u0103 mai puternic\u0103; (3) o conectivitate mai puternic\u0103; \u0219i (4) o societate mai puternic\u0103 \u2013 \u00eempreun\u0103 cu \u021bintele pentru probleme transversale cu privire la gen, societatea civil\u0103, mass-media \u0219i comunicarea strategic\u0103.<\/p>\n\n\n\n<p>Lucr\u0103rile la o agend\u0103 succesoare au \u00eenceput \u00een 2019 cu o consultare ampl\u0103 \u0219i incluziv\u0103.&nbsp;<a href=\"https:\/\/eeas.europa.eu\/headquarters\/headquarters-homepage\/76166\/joint-communication-eastern-partnership-policy-beyond-2020-reinforcing-resilience-%E2%80%93-eastern_en\">Comunicarea comun\u0103: Politica Parteneriatului Estic dup\u0103 2020: Consolidarea Rezilien\u021bei \u2013 un Parteneriat Estic care livreaz\u0103 rezultate pentru to\u021bi<\/a>&nbsp;\u0219i&nbsp;<a href=\"https:\/\/www.consilium.europa.eu\/media\/43905\/st07510-re01-en20.pdf\">Concluziile Consiliului privind politica Parteneriatului Estic dup\u0103 2020<\/a>&nbsp;care au rezultat au stabilit o nou\u0103 agend\u0103 pentru parteneriat \u00een jurul urm\u0103toarelor cinci obiective politice pe termen lung:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>\u00eempreun\u0103 pentru economii reziliente, durabile \u0219i integrate;<\/li>\n\n\n\n<li>\u00eempreun\u0103 pentru institu\u021bii responsabile, statul de drept \u0219i securitate;<\/li>\n\n\n\n<li>\u00eempreun\u0103 spre rezilien\u021ba de mediu \u0219i climatic\u0103;<\/li>\n\n\n\n<li>\u00eempreun\u0103 pentru o transformare digital\u0103 rezilient\u0103;<\/li>\n\n\n\n<li>\u00eempreun\u0103 pentru societ\u0103\u021bi reziliente, echitabile \u0219i incluzive.<\/li>\n<\/ul>\n\n\n\n<p>Aceast\u0103 nou\u0103 agend\u0103 a fost prezentat\u0103 \u00een continuare \u00een&nbsp;<a href=\"https:\/\/eeas.europa.eu\/sites\/default\/files\/swd_2021_186_f1_joint_staff_working_paper_en_v2_p1_1356457_0.pdf\">Documentul comun de lucru al serviciilor Comisiei: redresare, rezilien\u021b\u0103 \u0219i reform\u0103: priorit\u0103\u021bi post-2020 pentru Parteneriatul Estic adoptate \u00een iulie 2021<\/a>, a fost structurat\u0103 \u00een jurul a doi piloni: investi\u021bii \u2013care urmeaz\u0103 s\u0103 fie sprijinite de un plan Economic \u0219i de investi\u021bii de \u20ac2,3 miliarde \u00een form\u0103 de granturi, finan\u021bare mixt\u0103 \u0219i garan\u021bii, cu un poten\u021bial de mobilizare de p\u00e2n\u0103 la \u20ac17 miliarde \u00een investi\u021bii publice \u0219i private. Planul con\u021bine un set de ini\u021biative emblematice pentru fiecare dintre \u021b\u0103rile partenere \u0219i un pilon de guvernan\u021b\u0103 care s\u0103 sprijine \u0219i s\u0103 sus\u021bin\u0103 investi\u021biile \u0219i s\u0103 contribuie la consolidarea societ\u0103\u021bilor reziliente \u0219i echitabile care nu las\u0103 pe nimeni \u00een urm\u0103.&nbsp; La 1 ianuarie 2025, s-a mobilizat o sum\u0103 total\u0103 de \u20ac14,5 miliarde prin granturi bilaterale \u0219i regionale, finan\u021bare mixt\u0103 \u0219i garan\u021bii. Planul con\u021bine un set de ini\u021biative emblematice pentru fiecare dintre \u021b\u0103rile partenere \u0219i un pilon de guvernan\u021b\u0103 care s\u0103 sprijine \u0219i s\u0103 sus\u021bin\u0103 investi\u021biile \u0219i s\u0103 contribuie la consolidarea societ\u0103\u021bilor reziliente \u0219i echitabile care nu las\u0103 pe nimeni \u00een urm\u0103.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Top zece \u021binte pentru 2025<\/strong><\/h3>\n\n\n\n<p>Ca parte a agendei, o selec\u021bie de top zece \u021binte pentru 2025 a fost identificat\u0103 drept ac\u021biuni prioritare viitoare:<\/p>\n\n\n\n<ol class=\"wp-block-list\">\n<li>Investi\u021bii \u00een economii competitive \u0219i inovatoare \u2013 500.000 de \u00ceMM-uri sus\u021binute<\/li>\n\n\n\n<li>Investi\u021bii \u00een statul de drept \u2013 to\u021bi func\u021bionarii de nivel \u00eenalt \u00ee\u0219i declar\u0103 activele economice \u0219i aceste declara\u021bii sunt verificate<\/li>\n\n\n\n<li>Investi\u021bii \u00een conectivitate durabil\u0103 \u0219i inteligent\u0103 \u2013 3.000 km de drumuri prioritare \u0219i c\u0103i ferate construite sau modernizate<\/li>\n\n\n\n<li>Investi\u021bii \u00een oameni \u0219i societ\u0103\u021bi bazate pe cunoa\u0219tere \u2013 70.000 de oportunit\u0103\u021bi de mobilitate individual\u0103 pentru studen\u021bi \u0219i cadre didactice, cercet\u0103tori, tineri \u0219i lucr\u0103tori de tineret<\/li>\n\n\n\n<li>Investi\u021bii \u00een domeniul securit\u0103\u021bii \u0219i rezilien\u021bei cibernetice \u2013 un cadru consolidat pentru identificarea \u0219i abordarea amenin\u021b\u0103rilor hibride prezent; capacit\u0103\u021bi consolidate ale partenerilor pentru a cre\u0219te rezilien\u021ba cibernetic\u0103 \u0219i a combate criminalitatea informatic\u0103<\/li>\n\n\n\n<li>Investi\u021bii \u00een energie durabil\u0103 \u2013 250.000 de gospod\u0103rii reduc consumul de energie cu cel pu\u021bin 20%<\/li>\n\n\n\n<li>Investi\u021bii \u00een mediu \u0219i clim\u0103 \u2013alte 3 milioane de oameni au acces la servicii de alimentare cu ap\u0103 sigur\u0103; calitatea aerului monitorizat\u0103 \u0219i \u00eembun\u0103t\u0103\u021bit\u0103 \u00een 300 de ora\u0219e<\/li>\n\n\n\n<li>Investi\u021bii \u00een rezilien\u021ba s\u0103n\u0103t\u0103\u021bii \u2013 850.000 de lucr\u0103tori medicali vaccina\u021bi \u0219i beneficiaz\u0103 de terapii, echipament \u0219i condi\u021bii de munc\u0103 \u00eembun\u0103t\u0103\u021bite<\/li>\n\n\n\n<li>Investi\u021bii \u00een societ\u0103\u021bi incluzive, egalitare din punct de vedere al genului \u0219i diverse, \u0219i comunicare strategic\u0103 \u2013 2.500 de organiza\u021bii locale ale societ\u0103\u021bii civile, 120 de institu\u021bii media independente \u0219i 2.000 de jurnali\u0219ti sus\u021binu\u021bi<\/li>\n\n\n\n<li>Investi\u021bii \u00een transformarea digital\u0103 \u2013 80% din gospod\u0103rii au acces la internet de mare vitez\u0103<\/li>\n<\/ol>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Domeniile prioritare actuale de cooperare 2025-2027<\/strong><\/h3>\n\n\n\n<p>Ultimii ani au adus \u0219ocuri \u0219i provoc\u0103ri enorme vecin\u0103t\u0103\u021bii estice a UE. Ucraina s-a aflat \u00een prima linie a atacurilor militare directe \u0219i hibride ale Rusiei, \u00een timp ce regiunea a suportat impactul unei realit\u0103\u021bi geopolitice fundamental modificate. \u00cen acest context, flexibilitatea cadrului politic al Parteneriatului estic a sprijinit reforme critice, consolid\u00e2nd rezilien\u021ba institu\u021biilor \u0219i a societ\u0103\u021bilor, sprijinind \u00een acela\u0219i timp toate p\u0103r\u021bile interesate, dincolo de rela\u021biile interguvernamentale.<\/p>\n\n\n\n<p>Toate \u021b\u0103rile Parteneriatului estic, Armenia, Azerbaidjan, Georgia, Republica Moldova, Ucraina \u0219i societatea civil\u0103 din Belarus, continu\u0103 s\u0103 beneficieze de cadrul politic al Parteneriatului estic, \u00een pofida diversit\u0103\u021bii c\u0103ilor \u0219i ambi\u021biilor lor \u00een ceea ce prive\u0219te UE. Parteneriatul estic va continua s\u0103 sprijine Ucraina \u0219i Moldova, precum \u0219i Georgia, \u00een cazul \u00een care aceast\u0103 \u021bar\u0103 va reveni pe calea c\u0103tre UE \u0219i va adopta reforme democratice, cuprinz\u0103toare \u0219i durabile.<\/p>\n\n\n\n<p>Privind \u00een perspectiv\u0103, principiile fundamentale ale Parteneriatului estic, \u0219i anume condi\u021bionalitatea, incluziunea \u0219i diferen\u021bierea, precum \u0219i abordarea \u201emai mult pentru mai mult\u201d vor r\u0103m\u00e2ne neschimbate. Democra\u021bia, drepturile omului, valorile fundamentale \u0219i statul de drept continu\u0103 s\u0103 fie pietrele de temelie ale politicii Parteneriatului estic.<\/p>\n\n\n\n<p>Pentru a r\u0103spunde provoc\u0103rilor actuale, agenda politic\u0103 pe termen mediu a Parteneriatului estic a fost adaptat\u0103 \u0219i consolidat\u0103 \u00een domenii politice-\u021bint\u0103 cheie:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Complementaritatea cu procesul de extindere, Parteneriatul estic sprijinind \u00een mod eficient Ucraina \u0219i Moldova, precum \u0219i Georgia, \u00een cazul \u00een care aceast\u0103 \u021bar\u0103 ar reveni pe calea ader\u0103rii la UE \u0219i ar adopta reforme democratice, cuprinz\u0103toare \u0219i durabile, \u00een conformitate cu principiile fundamentale ale integr\u0103rii europene, pe parcursul procesului de aderare la UE, continu\u00e2nd \u00een acela\u0219i timp s\u0103 sprijine partenerii interesa\u021bi \u00een ceea ce prive\u0219te reformele \u00een conformitate cu standardele UE, \u00een special \u00een domeniile legate de statul de drept \u0219i drepturile fundamentale;<\/li>\n\n\n\n<li>O agend\u0103 consolidat\u0103 de cooperare regional\u0103 \u00een materie de securitate, rezilien\u021b\u0103 democratic\u0103 \u0219i social\u0103 pentru a contribui la combaterea nivelului cresc\u00e2nd de amenin\u021b\u0103ri hibride \u0219i dezinformare \u00een regiune;<\/li>\n\n\n\n<li>Stimularea dezvolt\u0103rii socio-economice, a tranzi\u021biei verzi \u0219i a integr\u0103rii \u0219i conectivit\u0103\u021bii regionale pentru a promova transformarea pe termen lung ar trebui s\u0103 se afle \u00een centrul investi\u021biilor UE prin intermediul Global Gateway \u0219i al Planului economic \u0219i de investi\u021bii al Parteneriatului estic<\/li>\n\n\n\n<li>Intensificarea angajamentului fa\u021b\u0103 de tineret \u0219i societatea civil\u0103, inclusiv ap\u0103r\u0103torii drepturilor omului din \u021b\u0103ri \u0219i din exil.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Extinderea<\/strong><\/h3>\n\n\n\n<p>Trei \u021b\u0103ri partenere din Europa de Est (Ucraina, Moldova \u0219i Georgia) se afl\u0103 \u00een prezent \u00een procesul de aderare la UE.<\/p>\n\n\n\n<p>Aderarea la UE este un proces bazat pe merite.
