Strengthening the Regulatory Capacity of the National Commission for the State Regulation of Communications and Informatization in the Areas of Market Access and Quality of Service Monitoring System

Project Description
The project supports National Commission for the State Regulation of Communications and Informatization (NCCIR) in bringing the Ukrainian regulatory system in the area of electronic communications in line with the EU requirements. The overall objective of the project is to improve performance in the area of electronic communications in Ukraine and ensure high-quality services for all end-users. Reformed system will ultimately enable customers to choose from wider variety of innovative e-communications services at lower prices and of higher quality.
Specific Objective
Improve quality of electronic communication services (QoS);
Foster competition in the market of electronic communications
Expected Results
QoS improved through:
- establishing a better QoS monitoring system at NCCRI;
- empowering consumers with regard to QoS;
- ensuring consumer rights protection.

Market competition fostered through:
- ensuring equal conditions of market access;
- enabling NCCIR to apply best EU practices in market analysis.
