Support to Promote Cultural Heritage in the Republic of Moldova through its Preservation and Protection

Project Description
“Support to promote cultural heritage in the Republic of Moldova, through its preservation and protection” is a Twinning project, implemented by the Ministry of Education Culture and Research of the Republic of Moldova (MECR) in partnership with its EU counterpart - the Italian Ministry of Cultural Heritage, Activities and Tourism (MiBACT).
The overall objective of the project is to contribute to the protection of Moldova's cultural heritage by modernising Moldova's policies and management of the cultural heritage sector, in line with European standards and good practices.
Specific Objective
- To enhance and support the enforcement of the legal framework regulating the sector.
- To improve governance in the field of cultural heritage protection, mainly through the development, adoption and implementation of a more strategic and fine-tuned management model for the cultural heritage sector, and through strengthening the capacities of public stakeholders.
- To contribute to the achievement of the aims of the Association Agreement signed between the Republic of Moldova and the European Union, through enhancing people-to-people contacts, including through cooperation and exchanges in the sector of culture.
Expected Results
- Around 30 experts from Italy will be involved in the project activities, in close cooperation with Moldovan experts from MECR and related institutions.
- The working methods will be based on continuous dialogue, capacity building and empowerment of Moldovan institutions through: peer reviewing of expert work, join development of road map, study visits, internships at Italian institutions, seminars, workshops, trainings, on-the-job training and development of pilot projects.
- The Twinning project team will be working closely with the Beneficiaries on the reform of the legislation and institutional reorganization of the institutions responsible to implement their future tasks in heritage protection, in order to achieve a robust heritage protection system that can work effectively and efficiently.
- The Member State representatives and experts will able to establish fruitful and effective cooperation and regular exchanges and dialogue.
- A cycle of five seminars at the Technical University of Moldova on aspects of architectural conservation will be initiated.
The aim is to expose the students of the faculty of architecture to a different didactic approach.
- Study visits to get acquainted with the legal framework and the state organizational system for cultural heritage protection in Italy and the complementarity with the competences and role of the municipalities and the regional governments.
- Study visit dedicated to the Higher Education (HE) and Vocational Education and Training (VET) sector: representatives of the Technical University of Moldova, of the Education Sector of the MECR and of centres of excellence and vocational schools will have the opportunity to establish contacts with Universities and professional and vocational schools in the building and conservation sectors in Italy. As a result this dialogue, which is exploring options and mechanisms for exchanges of students and teaching staff and internships, is still ongoing.
