Technical Assistance to the Ukraine Higher Education Project

Project Description
Ukraine Higher Education project concerns the refurbishment of teaching, research and supporting facilities at various Universities in Ukraine with a view to improve energy efficiency and quality of facilities.
Specific Objective
Key energy efficiency measures to be implemented in buildings of beneficiary universities are the following:

Thermal Insulation of walls;
Thermal insulation of roof;
Thermal insulation of basement ceiling;
Replacement of windows and external doors;
Installation of Individual Heating Substations (IHS);
Modernisation of heating system;
Modernisation of ventilation system;
Renovation of domestic hot water system;
Modernisation of lighting system.
In addition to this, solar collectors and heat pump system for domestic hot water supply will be installed where applicable.

Additional measures will also include the following:
- reconstruction of porches if it is required by the safety regulations;
- reconstruction or replacement of the visors over entrances;
- refurbishment works in the areas which might be damaged during reconstructions;
- relocation, in needed, of the external fire escapes;
- take into account relocation (dismantling/installation) of the existing air conditioners, outdoor pipes, wires, etc.);
- to ensure accessibility measures to the building, where it must be ensured by the current Ukrainian regulations;
- to ensure renovation or arrangement of the new lightning protection of the buildings;
- to ensure fire protection measures in relation to the energy efficiency interventions to be implemented in the building, in accordance with the current Ukrainian norms and regulations;
- to ensure environmental protection measures in relation to the energy efficiency interventions to be implemented in the building, in accordance with the current Ukrainian norms and regulations.

Expected Results
Phase 1 EIB-funded universities:

The investments in the comprehensive energy efficient refurbishment of 86 buildings will help significantly reduce heating and electricity costs, provide comfortable studying and living conditions for students and allocate the saved funds in the development of technical infrastructure and research facilities of the participating universities. At the same time, they will get more than 19,200 tons or 48% of annual greenhouse gases (GHG) emission reduction, decrease of energy consumption by almost 44% and over EUR 3,5 mln of annual budget savings.

Phase 2 EIB-funded universities:

The investments in the comprehensive energy efficient refurbishment of 64 buildings will help significantly reduce heating and electricity costs, provide comfortable studying and living conditions for students and allocate the saved funds in the development of technical infrastructure and research facilities of the participating universities. At the same time, they will get more than 17,000 tons or 55% of annual greenhouse gases (GHG) emission reduction, decrease of energy consumption by almost 59% and over EUR 2,9 mln of annual budget savings.
