EU4Energy: Municipal Project Support Facility (MPSF)

Project Description
The Municipal Project Support Facility (MPSF) was set up in 2015 with a very specific aim: to provide help to municipalities to access the financing necessary to deliver energy efficiency investments and financial savings.
Specific Objective
The Facility aims to finance energy efficiency investment projects such as district heating, urban transport, street lighting and renewable energy, as well as projects related to the water supply and sanitation and solid waste management.
Expected Results
Technical assistance support includes:
- Project preparation – master plans, feasibility studies, energy audits, environmental and social impact assessments, designs.
- Project implementation – tendering process, supervision, commissioning.
- Project verification.
- Capacity building and institutional development.

This website is managed by the EU-funded Regional Communication Programme for the Eastern Neighbourhood ('EU NEIGHBOURS east’), which complements and supports the communication of the Delegations of the European Union in the Eastern partner countries, and works under the guidance of the European Commission’s Directorate-General for Neighbourhood Policy and Enlargement Negotiations, and the European External Action Service. EU NEIGHBOURS east is implemented by a GOPA PACE-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
