Digital Policy Support to Ukraine

Project Description
The project is supporting the Ministry of Digital Transformation of Ukraine and the National Commission for the State Regulation of Communications and Informatisation of Ukraine in implementing the commitments in the area of the digital economy under the EU-Ukraine Association Agreement and in strengthening their ability to formulate, adopt and follow up digital economy policy goals.
Specific Objective
The project offers state-of-the-art digital policy support to central institutions of Ukraine, i.e. the Ministry of Digital Transformation and the National Commission for the State Regulation of Communications and Informatization. As such, its main objectives are:
- to support state policy in the area of the digital economy, under Appendix XVII-3 of the AA/DCFTA;
- to support the formulation, adaptation and following up on digital economy policies;
- to support the strengthening of the capacity and independence of public regulatory authorities.
Expected Results
To the expected results of the project belong the following:
- Priority EU legislation in the area the digital economy under Appendix XVII-3 of the AA/DCFTA is transposed into Ukrainian legislation and applied;
- Implementing regulations for the relevant electronic communications legislation are developed and implemented into Ukrainian legislation;
- Public authorities with a key role in Ukraine’s digital economy are strengthened in their capacity to develop Ukraine’s digital economy;
- The institutional capacity of the Ministry of Digital Transformation of Ukraine is improved and upgraded through appropriate competency development measures;
- The independence of the National Commission for the State Regulation of Communications and Informatization of Ukraine is strengthened.
