Support to the Public Procurement Reform in Ukraine

Project Description
The project "Support to the Public Procurement Reform in Ukraine' supports the reform of the public procurement system in Ukraine, in line with the government's Public Procurement roadmap and Ukraine's commitments under the Association Agreement/Deep and Comprehensive Free Trade Agreement. The project aims at strengthening capacities in public procurement in line with international standards through, inter alia, support to: (i) Legal and regulatory approximation of PP and concessions laws to EU standards; (ii) Strengthened institutional and organizational capacities and further improved e-procurement; (iii) Strengthened institutional and organizational capacities of the relevant public bodies in control, audit and complaint/review of public procurement procedures and
(iv) strengthened institutional and organizational framework for professionalisation of PP professionals and enhanced communication/outreach to the participants of the PP market
Specific Objective
The public procurement (PP) and concession system in Ukraine is strengthened and operates in an effective manner, compliant with the international standards of transparency, accessibility, sustainability and competitiveness, in line with Ukraine's commitments under the EU-Ukraine Association Agreement and government plans.
Expected Results
R 1: Legal and regulatory approximation of PP laws to EU standards (including concessions)
R 2: Strengthened institutional and organizational capacities and further improved e- procurement (including concessions and international cooperation in PP)
R 3: Strengthened institutional and organizational capacities of the relevant public bodies in control, audit and complaint/review of public procurement procedures
R4: Strengthened institutional and organizational framework for professionalisation of PP staff and enhanced communication/outreach to the participants of the PP market.
