Policies for human capital development: Eastern Partnership – An ETF Torino Process Assessment


This European Training Foundation report for the Eastern Partnership is the result of the fifth round of the Torino Process (2018–2020). It is designed to support medium- to longer-term strategic thinking in Vocational Education and Training (VET), looks into the regional aspects of education outcomes, and discusses commonalities while respecting the differences between the countries of the region. The purpose of the regional report is to inform the planning, implementation and monitoring of country policies and regional initiatives for human capital development with a focus on education and training. At the same time, its findings and recommendations are available to inform the European Union and donor programming in support of these policies and regional cooperation processes.

This website is managed by the EU-funded Regional Communication Programme for the Eastern Neighbourhood ('EU NEIGHBOURS east’), which complements and supports the communication of the Delegations of the European Union in the Eastern partner countries, and works under the guidance of the European Commission’s Directorate-General for Neighbourhood Policy and Enlargement Negotiations, and the European External Action Service. EU NEIGHBOURS east is implemented by a GOPA PACE-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
