Factsheet: Neighbourhood, development and international cooperation instrument (NDICI) – ‘Global Europe’

This factsheet describes the mechanism of the ‘Global Europe’, Neighbourhood, development and international cooperation instrument (NDICI). The NDICI-Global Europe earmarks €79.46 billion (in current prices) for cooperation with third countries outside the European Union for 2021-2027 (except for pre-accession beneficiaries and Overseas countries and territories, which are subject to specific instruments), representing a 12% increase compared to the previous long-term budget 2014-2020. This envelope will be used for international partnerships on sustainable development, climate change, democracy, governance, human rights, peace and security in the neighbouring countries, including the Eastern Partnership, and beyond.

EU NEIGHBOURS east is implemented by a GOPA PACE-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
