CSO METER: Assessing the civil society environment in the Eastern Partnership countries


The CSO Meter is a tool developed to support the regular and consistent monitoring and assessment of the environment in which CSOs operate in the EU’s six Eastern partner countries.

Consisting of a set of standards and indicators, the CSO Meter helps to evaluate CSOs’ legal framework as well as the situation in 10 areas. These areas include freedom of association, assembly and expression, access to funding, right to privacy and more. The CSO Meter was developed through a highly consultative and collaborative process and was tested in three rounds with more than 800 CSOs across the region.

Developed as part of the EU-funded ‘Monitoring Progress Empowering Action’ project, the CSO Meter has already been piloted and local partners developed country reports based on it in 2019.

This website is managed by the EU-funded Regional Communication Programme for the Eastern Neighbourhood ('EU NEIGHBOURS east’), which complements and supports the communication of the Delegations of the European Union in the Eastern partner countries, and works under the guidance of the European Commission’s Directorate-General for Neighbourhood Policy and Enlargement Negotiations, and the European External Action Service. EU NEIGHBOURS east is implemented by a GOPA PACE-led consortium. It is part of the larger Neighbourhood Communication Programme (2020-2024) for the EU's Eastern and Southern Neighbourhood, which also includes 'EU NEIGHBOURS south’ project that runs the EU Neighbours portal.
