Ukraine: EU programme opens new Administrative Service Centre in Kharkiv oblast


On 15 March, a new Administrative Service Centre (ASC) in Velykyi Burluk hromada of Kharkiv oblast started operations with the support of the EU-funded U-LEAD with Europe Programme. The new ASC will provide more than a hundred essential administrative services to more than 15,000 residents of the hromada.

“Access to public services in a modern, digital and transparent manner is crucial for the quality of life and attractiveness of hromadas. Having well-functioning ASCs free of corruption will lead to strengthened trust in the local authorities and create a positive environment for strong local democracy, empowerment of residents and growth,” said Xavier Camus, Head of the Good Governance and Rule of Law section at the EU Delegation to Ukraine.

The ASC provides access for people with disabilities, it has a baby changing table and a children’s corner. The EU-funded project also provided the centre with furniture, equipment and software. All employees underwent training developed by U-LEAD with Europe experts.

In total, there will be 11 ASCs in Kharkiv Oblast, created or modernised with the support of the U-LEAD with Europe Programme.

U-LEAD with Europe, funded by the EU and its Member States, contributes to the establishment of a multilevel management system, which is transparent, accountable and meets the needs of citizens.
