Gender placed at the centre of the Ukraine Recovery Plan with the support of the EU


The recovery of Ukraine will better address the needs of both women and men, thanks to the EU4Gender Equality Reform Helpdesk supported by the European Union.

Recovery is a massive, challenging undertaking. The best way to ensure an inclusive, sustainable recovery is to take gender into account from the very beginning of recovery planning. In this way, all strategies, programmes and projects will be designed to meet the needs of women, men, girls and boys – ensuring their full involvement, participation, representation, and the equal distribution of resources and benefits.

This is why the EU4Gender Equality Reform Helpdesk is supporting efforts to mainstream gender into the Ukraine Recovery Plan, which is being developed the National Council for the Recovery of Ukraine from the Consequences of War. The Reform Helpdesk assisted the creation of a group of 40 experts on “Gender Mainstreaming in the Ukraine Recovery Plan”, who worked to integrate gender across the 23 sectoral working groups set up under the National Council. Other support includes the preparation of briefs with concrete steps for mainstreaming gender in the Recovery Plan.

The Helpdesk is also working with the Office of the Government Commissioner for Gender Policy to advocate for the integration of gender into the Ukraine Recovery Plan and cooperation with international partners. The partners organised a special online event, “Gender dimension of the post-war reconstruction and development policy in Ukraine” (1 July 2022) to position gender at the centre of discussions on the Ukraine Recovery Plan as part of the preparations for the Ukraine Recovery Conference (URC 2022) in Lugano, Switzerland (4–5 July 2022). The event served as a platform for exchange on how to develop the best possible gender-sensitive response to the enormous challenges of war and recovery in Ukraine. It drew together representatives of the Government, the European Union, civil society and global donors, including the Service of the Deputy Prime Minister for European and Euro-Atlantic Integration of Ukraine, the Ukrainian Women Fund, the Information Consultative Women Centre, and the Centre for Economic Recovery.

The EU4GenderEquality: Reform Helpdesk project, funded by the European Union and implemented by Niras, aims to ensure effective and equal results for women and men across Eastern Partnership countries by expanding the use of gender analysis in decision-making and reforms.
