EU and UNDP present policy recommendations to develop social entrepreneurship in Azerbaijan


The European Union and UNDP have presented policy recommendations to support the development of the social entrepreneurship ecosystem in Azerbaijan.

These policy recommendations are the result of almost a year of research and consultation, including a review of international practice, analysis of the local context, and drawing on extensive input from the local social enterprise (SE) ecosystem.

The recommendations include updating the definition of a social enterprise, creating a social enterprise certificate, developing tax incentives for social enterprises and their supporters, providing grants and other types of financial support to social enterprises, and increasing public procurement from social enterprises.

The recommendations were developed within the ‘Developing innovation-driven and sustainable civil society in Azerbaijan’ project, funded by the EU and implemented by UNDP. The project aims to help strengthen the capacity of civil society organisations to participate in policy-making processes, promote local development and develop social entrepreneurship in the country.
