Opinion Survey 2018: Republic of Moldova


The EU Neighbours east project, in collaboration with ACT LLC, carries out opinion polls in the six EU’s Eastern Partner countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine) on an annual basis.

According to the 2018 survey:

  • 74% of Moldovans believe the relations with the EU are good, up 6% on 2017 – well ahead of the regional average of 63%.
  • There has been a rise of 5 percentage points (from 43% in 2017 to 48% in 2018) in the number of Moldovans who have a positive image of the EU and a comparable fall-off in anti-EU sentiments (down from 17% in 2017 to 14% in 2018).
  • Moldovans who have a positive image of the EU tend to strongly associate EU with human rights, individual freedom and economic prosperity.
  • 64% of people in the Republic of Moldova trust the EU, a rise of 10 percentage points on 2017.
  • 87% of Moldovans are aware of the EU’s financial support (up 8% on 2017), the highest in the region and substantially above the regional average of 57%. There has been a marked rise (+18%) in those who believe that EU support is effective (55%).

The purpose of the annual surveys is to investigate and understand better the opinion and the level of awareness that the citizens of the EU’s Eastern Partner countries have about the European Union and the EU cooperation with their country. They cover the following broad topics:

  • General perceptions about the EU
  • Values associated with the EU
  • Assessment of EU relations with the home country
  • Awareness of financial support provided by the EU and assessment of its effectiveness
  • Sources of information
  • Country evaluation and future expectations
