Opinion Survey 2017: Belarus


The EU NEIGHBOURS east project, in collaboration with ACT LLC, carries out opinion polls in the EU’s six Eastern partner countries (Armenia, Azerbaijan, Belarus, Georgia, Republic of Moldova and Ukraine) on an annual basis.

According to the 2017 survey:

  • 53% of Belarusians have a neutral image of the EU, up from 46% in 2016. The number of Belarusians with a negative view of the EU has decreased from 13% in 2016 to 6% in 2017.
  • 54% of Belarusians feel relations with the European Union are good – a slight fall from 58% in 2016.
  • 52% of people in Belarus trust the EU, compared to the United Nations (46%), the Eurasian Economic Union (46%) and NATO (21%).
  • 73% of Belarusians consider that peace, security and stability are the most important personal values.

The purpose of the annual surveys is to investigate and understand better the opinion and the level of awareness that citizens of the EU’s Eastern Partner countries have about the European Union and its cooperation with their country. They cover the following broad topics:

  • General perceptions about the EU
  • Values associated with the EU
  • Assessment of EU relations with the home country
  • Awareness of financial support provided by the EU and assessment of its effectiveness
  • Sources of information
  • Country evaluation and future expectations
