‘U-LEAD with Europe’ programme opens 150th Administrative Service Centre in Ukraine

On 25 February, the EU-funded ‘U-LEAD with Europe’ programme opened its 150th administrative service centre (ASC) in Ukraine.

The renovated ASC building replaced the rayon state administration in Buryn hromada, Sumy Oblast. The centre offers more than 120 administrative services for over 22,000 residents of the hromada and rayon. The building has a wheelchair access ramp, a baby changing table and a children’s corner. The programme also supplied the ASC with furniture, equipment, software and an electronic queue management system. The ASC’s staff followed educational trainings developed by the programme’s experts.

Overall, 18 hromadas in the Sumy Oblast receive assistance from U-LEAD with Europe in modernisation of ASCs. During the coming months, the programme will support the establishment of 300 more ASCs across Ukraine. 

Two days earlier, on 23 February, the Programme had presented its Recommendations on digital transformation of administrative services provision and ASCs’. The document, developed by Ukrainian and Swedish experts, features recommendations for new challenges in the field of administrative services caused by intense digitalisation on the state level and the transformation of the field of administrative services.

The ‘U-LEAD with Europe’ programme, funded by the EU and its Member States, contributes to the establishment of a multilevel management system, which is transparent, accountable and meets the needs of citizens.
