Support to comprehensive reform of public administration in Ukraine

The project is aimed at assisting the Government of Ukraine with the implementation of the 2016-2020 Public Administration reform Strategy and its Implementation Plan, as well as other connected policy documents and their implementation plans in a comprehensive and consistent manner in line with the principles of public administration developed by the Organisation for Economic Co-operation and Development (OECD) and the Support for Improvement in Governance and Management (SIGMA).

To support building an accountable, effective and efficient public administration in Ukraine through assisting the Government of Ukraine in the implementation of Ukraine's 2016-2020 Strategy of Public Administration Reform and its Implementation Plan, as well as other connected policy documents and their implementation plans.

The purposes of the Project are:
1. To improve the capacity of the Government to steer, coordinate, implement, monitor and report the PAR process;
2. To enhance strategic policy planning and the quality of policy and legislative development;
3. To increase professionalism, effectiveness and politically neutrality of the civil service;
4. To improve accountability and the organisational set-up of public administration;
5. To improve the quality and accessibility of public service delivery and to reduce administrative burden for citizens and business.

Component 1 – Strategic framework of Public Administration Reform
Results:
1.1 Coordination, monitoring and reporting structures of the PAR Strategy implementation are operational at both political and administrative levels, including through regular policy dialogue involving key stakeholders and development partners.
1.2 Capacity of institutions in charge of implementation of the PAR Strategy is further improved based on regular needs assessments and targeted capacity development measures (linked to results under component 3 and 4).
1.3 The PAR Strategy is consistently and regularly monitored, assessed and, where necessary reviewed in line with the OECD/SIGMA Principles of Public Administration.
1.4 Government-led donor coordination in the area of PAR established and operational at both strategic and operational levels.
1.5 Annual planning documents on the (human and financial) resources required to implement the PAR Strategy are linked to the general budget process and their execution is consistently monitored and assessed (linked to results under component 2).

Component 2 – Strategic planning, policy development and coordination
Results:
2.1 Strengthened capacity of the Secretariat of the Cabinet of Ministers and other relevant state bodies to fulfil functions critical to a well-organised, consistent and competent policy making system.
2.2 Improved procedural and institutional framework of the Government's strategic (medium-term) policy and legislative planning system.
2.3 Policy making legal framework revised in order to be encompass new standards of policy and legislative development and their consistent and coherent application by all concerned public institutions.
2.4 Monitoring system of Government's performance improved, particularly, with regard to reporting on outcomes of Government work and design, implementation and results of sector strategies and policies.
2.5 Information exchange between state bodies in the process of policy and legislative development is further improved through an increased use of an integrated inter-agency e-document management system (EDMS) and other appropriate IT tools.

Component 3 – Civil Service and Human Resource Management
Results:
3.1 Strengthened capacity of the National Agency on Civil Service and its territorial bodies to fulfil functions foreseen by the law "On civil service" and the new law "On service in local self-government bodies".
3.2 Strengthened professionalism of the Senior Civil Service Commission, Competition Commissions established at central and regional public administrations, as well as HR services across the public service, including in state bodies performing special types of public service and which are not directly covered by the law "On civil service" (foreign service, defence, interior affairs).
3.3 Competency requirements, selection methodology and tools for merit-based recruitment to civil service positions improved in accordance with lessons learnt and best practices, including based on a professional job classification and comprehensive testing methodology;
3.4 A coherent and financially sustainable civil service training policy developed in an inclusive and evidence-based process and consistently implemented by professional training providers based on developed training programs and content, including online courses; gender-related issues are included in the training courses for civil servants;
3.5 Remuneration system of public officials is improved and gender-equal
3.6 Size and structure of headcount of the public administration (civil servants and other types public officials employed in state bodies) is streamlined following a comprehensive reorganisation of public administration (this results is linked to results 4.1 and 4.2)

Component 4 – Accountability of public administration
Results:
4.1 Structure of public administration (redefined missions, scope of responsibility, functions and tasks of ministries and other state bodies and establishments) and accountability lines between sector ministries and related central executive bodies (agencies, inspections, services) rationalised and improved;
4.2 Internal organisation, managerial accountability, procedures (business processes, delegation of responsibility) and performance frameworks of ministries and other state bodies improved/rationalised

Component 5 – Administrative service delivery and administrative procedures
Results:
5.1 A consistent and coherent policy framework for public service modernisation is adopted and implemented;
5.2 A coherent and complete legal framework on administrative procedure is established and applied in practice, including through a comprehensive inventory and review of special administrative procedures, as well as adoption and enforcement of a law on general administrative procedure;
5.3 Enhanced online public services delivery;
5.4 Quality of public service delivery ensured through introduction of relevant mechanisms and monitoring tools.
