EU4Skills: Better Skills for Modern Ukraine

EU4Skills programme supports the reform of Vocational Education and Training (VET) in Ukraine. Programme aims to enhance the effectiveness of VET reform in Ukraine, improve the quality and attractiveness of VET and to increase its relevance to the labour market as well as to modernise the infrastructure and equipment of selected VET schools.
EU4Skills supports the reform implementation on national level and in 7 focus regions. The goal is to create an effective system of VET to contribute to the economic prosperity of the country and the self-realisation of young people and adults.
The four-year programme will result in an effective and transparent management system for VET schools, development of new standards and high-quality educational programmes and qualifications.

objective 1: to enhance the effectiveness of VET reform in Ukraine through: a)The introduction of a relevant and credible sector strategy led by the Ministry of Education and Science in cooperation with other key stakeholders.b)The establishment of an institutionalised sector coordination framework at national and regional levels. c)The establishment of effective VET governance and funding systems, meeting the needs of regional development and the New Ukrainian School approach. d)Outreach and communication to stakeholders at all levels and the general public; mitigation of reform reluctance.

Objective 2: to improve the quality and attractiveness of VET for both female and male learners, and to increase its relevance to the labour market needs, including for overcoming gendered labour market segregation.

Results for objective 1:

An inclusive and evidence-based development process of a national VET action plan based on the vision ‘Modern Vocational Education –reform concept for the vocational education in Ukraine’ is supported and advocated for.
The development of regional VET Action Plans is supported, and their approval facilitated.
A national coordination mechanism for VET is supported.
The establishment and operationalization of regional VET Councils is supported in all regions.
An effective multi-level cooperation and communication framework for the improvement of VET sector governance is developed
Recommendations for an optimized multi-channel VET funding mechanism ensuring focus and efficiency of the financial allocations are developed and implemented
The application of gender-responsive multi-annual budget planning and programme budgeting systems is facilitated
The VET reform is properly communicated to stakeholders at all levels and the general public; mitigating measures towards reform reluctance are taken, notably via outreach activities

Results for objective 2:
The development of a National Qualifications Framework (NQF) for the VET relevant levels, consistent with the European Qualifications Framework (EQF) and gender-mainstreamed is supported and its adoption advocated for.
A concept for a simplified procedure for introducing new professional profiles exists as a result of a participatory process.
The capacity of the NQA and other responsible bodies for the development, implementation and assessment of qualifications in VET is strengthened.
The capacities for competence-based curricula development in the focus regions are strengthened
The implementation of initial and in-service teacher training in line with the new standards and competency-based approaches is supported
The implementation of in-service training for school managers to enable demand-oriented competency-based VET and in line with the reform is supported.
A concept for Qualification Centres for the application of the assessment standards and instruments for the validationof formal, non-formal and informal learning exists and is implemented in the focus regions according to sectorvneeds.
An operational Education Management Information System (EMIS) equipped with a methodology and tools of sex-disaggregated data collection and analysis is established at regional and national level.
The optimisation of the network of public VET providers is supported in accordance with the regional and sector labour market needs.
The capacity of the responsible bodies for the development and implementation of inclusive and gender-responsive Vocational Orientation and Career Counselling approaches in the focus regions is strengthened.
Labour Market Information System (LMIS) tools for the identification and mid-term forecasting of labour market needs and skill anticipation have been evaluated and a roll-out strategy has been developed
