This project is focused to meet the challenge of labour imbalance in tourism and maritime industries and promote an efficient transition model from education to the labour market in the mentioned industries, largely supporting increased employment, social integration and decreased poverty and vulnerability levels.

The project covers six regions in Georgia and will build on two pillars 1) to introduce services to address key of the employment and education sectors in the country and 2) contribute to development of labour market infrastructure through research. In terms of the first pillar key challenges which will be addressed are inaccessibility of relevant skills-matching services; insufficient capacity of vocational education training providers; poor career orientation and consultation services for job seekers; irrelevant Work-Based Learning and Life-Long Learning skills provision with a focus on youth; and lack of coordination and Public-Private Partnership (PPP)

The project is part of the EU’s Skills4Jobs Programme, implemented to enhance Georgia’s economic resilience and sustainable growth through human capital development and skills matching.

The project has 2 main objectives:
1. To contribute to continuous/life-long career guidance and to the development of employment services;
2. To contribute to increased Public-Private Partnership (PPP) through labour market needs assessments, demand-driven education, WBL and apprenticeships in the maritime and tourism sectors.

1. In six regions of Georgia (Imereti, Guria, Racha-Lechkhumi, Adjara, Shida Kartli, and Kakheti) improved continuous career consultation, planning and employment services are available and at least 3,240 beneficiaries have the skills and knowledge to apply to jobs in the open labour market.
2. The infrastructure of the maritime and tourism labour market is developed and intermediary services are adjusted to the demands of the maritime and tourism markets.
3. At least eight state and private VET service providers, six state and private employment service providers and 180 potential employers improved their capacity in formal, informal and non-formal training and the provision of apprenticeships.
4. At least 720 beneficiaries participate in VET, on-the-job training and internship programmes, and a minimum of 360 of them are employed.
